ALLEMAGNE : Suite à la levée de bouclier de la part des étrangers signalant que la loi allemande était en contradiction flagrante avec les lois européennes, le gouvernement allemand se penche sur la possibilité de faire certaines exceptions. Attention, ceci est en discussion et nullement encore décidé !
parmi ces exceptions parfois contradictoires, qui montrent bien le chaos et l'absurdité des mesures en cours, une nous concerne particulièrement :
Une autorisation de circulation pour les étrangers devant se rendre en allemagne (ou traverser le pays) avec leur chien (listé en un endroit quelconque d'Allemagne) pourrait être possible pour une période à définir....(ceci permettrait au moins aux compétiteurs de participer aux concours canins allemands - reste à savoir comment pourra être rendue effective cette exception.) En revanche, pour les étrangers vivant sur le territoire allemand (quelque soit la durée de leur séjour), ces dispositions ne s'appliqueraient pas, sauf pour les diplomates.......
En examinant les choses avec humour, il semble que pour aller en Allemagne avec un Bull Terrier, l'idéal serait alors d'être diplomate, aveugle, et seulement de passage pour un bref séjour.....

BERLIN. Relating to the discussion of the Act for the fighting of dangerous dogs (as initiated by the FDP) the competent speaker of the FDP fraction of the Bundestag Gudrun Kopp declares:
Chaos in the conduct of the Act of Fighting Dangerous
Dogs:
On request of the FDP representatives of the
Ministry of Interior and the Ministry of Consumer Affairs gave their statements
to the problems regarding travelling traffic with so-called dangerous dogs
when importing or taking
them into the inland.
Thus, a catalogue of exceptions is currently
in preparation that is to be valid for travellers with so-called dangerous
dogs.
Excepted from the entering ban shall be:
1. Tourists that for two to four weeks travel to Germany, i.e.:breed list dogs, that according to the red-green Federal Government are being regarded as dangerous thus may be brought to Germany from foreign touristsUS-american members of the army in Bavaria were requested from German authorities to give away their "fighting dogs" within shortest possible time.2. Persons with dogs on duty and therapy dogs (the blinds' dogs)
It is interessesting to see the contradictory judgement of the Federal Government, that so-called dangerous fighting dogs nevertheless are being regarded as capable to work as therapy dogs.3. Dogs of diplomats:
Diplomats may bring so-called fighting dogs into Germany, foreign soldiers however, may not.
